Sorry Scubabob, you are wrong!!. I'm a PADI Instructor, but that doesn't make me Infallible, so I contacted PADI's Training and Quality Management dept to confirm - their answer is as i said origionaly and is detailed below:
Hi Dave
I can confirm that the information provided by the other individual on this link is incorrect; the PADI Recreational Dive Planner has been calculated using a maximum ascent rate of 18 metres per minute, and therefore this remains the maximum recommended ascent rate from a dive. Students are encouraged to ascend at a rate slower than this, but there is not a specific recommended rate, such as 9 metres per minute.
