reported as such, this statement does not indeed make any sense.
There are clear and well know toxic limits to the use of oxygen, which are not attained during First Aid procedures at atmospheric pressure unless continuous breathing of 100% oxygen is prolonged beyond 10-12 hours. The current European recommendations regarding oxygen first aid in diving accidents clearly state that 100% oxygen should be administered until reaching a hyperbaric treatment facility and until a period of 6 hours.


Regarding breathing oxygen at depth, an oxygen partial pressure of 1.6 ATA, such as the one you may have with 100% oxygen at 6 meters, is presently considered the maximum exposure pressure to avoid oxygen toxicity phenomena while diving. Although on the high limit and even if 1.4 is generally considered safer, pressures of 1.6 are regularly used during decompression procedures and should not be considered "dangerous" absolutely, but only when excessive exposure time is attained.
Regarding a "safe percentage" of oxygen in the breathing mixture,
considering only percentages does not make sense, what counts is always the combination between oxygen concentration and exposure pressure: even concentrations as low as 10 or even 5% can be dangerous if the exposure pressure is too high.
